At Western United Advocates, we are caring and dedicated special education advocates, consultants, and educators who believe every child deserves the chance to thrive. We stand alongside families, helping them feel heard, supported, and empowered throughout the special education process. With deep experience in IEPs, 504 plans, evaluations, and school systems, we offer thoughtful guidance, compassionate advocacy, and personalized coaching designed around each child’s unique needs. Our mission is simple and heartfelt: to help families navigate the journey with confidence, clarity, and hope—ensuring every student receives the support, respect, and opportunities they deserve.

Emily Knoblock, M.A.T.
ADVOCATE, CONSULTANT & FOUNDER
Emily founded Western United Advocates in June of 2025. Prior to starting WUA, Emily founded her first consulting company in 2022 where she was contracted through multiple advocacy companies and law firms across the western part of the United States.
Emily began her teaching career in 2019 after graduating from Western Oregon University. She later received her Masters from George Fox University. Overall, she spent 4 years in the classroom, teaching in both a self-contained and inclusive model. During this time she created a k-8 behavior program on a local Native American reservation in which she was recognized for making a true difference in students lives. Emily has extensive experience in helping families understand their rights, understand the special education process and getting the needs of every student met.
Since beginning of her career in advocacy, Emily has supported over 85 families in navigating the special education process. Emily is passionate, collaborative and prides herself on building bridges between parents and school districts, in a way that meets the students needs.

Amber Lewis
OFFICE ADMINISTRATOR
Amber serves as our Office Administrator, bringing 10+ years of administrative expertise and a deep-rooted passion for helping others. For Amber, the priority is always clear: ensuring our clients receive the care, attention, and results they deserve.
What truly sets Amber apart is her personal connection to our mission. Having navigated the Special Education system for her own child, she pairs her professional knowledge with genuine empathy for the families we serve. She recently relocated from her home in Phoenix, Arizona to a small farm town in Oregon. When she isn't in the office, you can find her painting in her home, or making memories with her two children.

Kaci Luttrell, M.A. (TESOL/ELL)
ADVOCATE & CONSULTANT
Kaci earned her Bachelor of Arts in Special Education and her Master of Arts in English Language Learners from Western Governors University in Utah. Kaci is a licensed special education teacher, residing in Prineville, Oregon. With experience in public school special education dating back to 1995, Kaci brings a comprehensive and uniquely informed perspective to her work. Her experience spans multiple roles, including parent of a child with an IFSP and a 504 plan, a special education instructional assistant for 13 years, a substitute teacher for 3 years, and as an elementary special education teacher and case manager for 3 years. Drawing on this extensive background, Kaci is deeply passionate about supporting students and empowering families to navigate the education system and secure appropriate services that help children thrive.
When Kaci is not working, she can be found caring for the animals on her small farm. She is the proud owner of three dogs, two horses, and four chickens, all of which bring her daily joy and peace. In her free time, Kaci enjoys hiking, paddle boarding, competing in barrel racing and mounted shooting with her horses and working alongside her therapy dog, Maverick.
